When using an Action Ability do you use 1AP plus the Action Ability cost?

What i mean is, If Black Kunoichi used Slaughter would it cost :-
A) 1AP for a general action + 1AP + 1SP,Action Ability cost.
or
B) 1AP + 1SP only.

If the answer was B, it would mean some models having extra AP's.
