The malus granted by Vassiliev's agile, when it is applied?

In the opposed CBT roll when a fighters chooses response as reaction?

The malus granted by Vassiliev's "Agile" ability is appliead, as written, when Vassiliev is the target of an Attack, as defined in the rules. This means Shooting, Close Combat fight and Response (which are all Attack Actions).
