I downlaoded al the Mission and Tactical cards.
If it does'nt say the specific fraction in the text, can it be used by every fraction?

Enragement, this is a Bamaka Tactical card, but it doesn't say in the text its Bamaka specific or the sign of Bamaka is on it. Can I use it with my Jokers?

Totally legal
Tactical cards are not restricted to the starter they're sold with, unless it is specifically stated in the description (Sinister Laugh, Bamaka warcry,...).
If the requirements are met, you can play the card. For example, Inhuman force (ISC starter), works fine on non-human fighters. So you can play it with Bamakas, Hord, Askaris,... it also works for Yorg and the Jokers' beasts by the way.
