Can you use non-AP costing special abilities when it's not your turn?

Can you use non-AP costing special abilities when it's not your turn?
Basically what it says in the title.

Can, for example, Sister Alena use Blood Prayer when someone declares an attack against her to pump up her CBT, declare a Response reaction and then make the opposed CBT roll with her new +2 CBT score?

Edit: hmm, while checking out some cards I sorta started wondering - is it that if the ability has the hourglass symbol, then you can use it at any time you want but if it has the hand symbol, then you can only use it during the fighter's activation?

You guess right, it is the symbol (hand or hourglass) that matters when you want to activate a special ability.
Hourglass : anytime, unless the opposite is stated and/or you don't have what is required to activate it (AP, SP, etc.) If two hourglass abilities should be triggered at the same time OR if the two players want to activate hourglass abilities at the same time, it's always the First player who decides in which order the abilities are triggered.
Hand : only when the fighter is activated. Note that you cannot use Hand abilities if you have at least one Fear marker (unless a fighter ignores Fear marker, of course). Another trick, if the Yellow Gaki is in its Deployment state, you cannot use more than one Hand ability as long as your within the area effect, and I mean ONE, not each hand ability once, only one Hand ability.

Thank you, that makes sense.

In other news, had a game on Friday and just had to marvel at how different a tactical challenge Eden is compared to other skirmish games. I have quite a bit of experience with different minis games and Eden manages to tickle it's very own brain neuron, which is immensely cool.
