Are fighters "within X cm" of themselves?

This question was sparked specifically due to Yellow Shinigami's ability, but pertains a more general phenomenon.

Degeneration (action) (2 SP, 1/round)
All fighters within 10cm of the Yellow Shinigami suffers a -1 VIG penalty until the end of the round.

Does Shinigami itself get the penalty?

The Shinigami doesn't get the penalty.
If the 'within X cm' type of rule doesn't specifically say that the fighter using it is affected (be it good or bad), then he isn't. The Komuso's special ability states clearly that it also loses one AP, for example.
