Doesn't it cost 2 AP to use AMMO-X and then attack with the weapon?

My card says for AMMO-X only that it loads the weapon for the next shooting attack, but does not say anything about actually making that attack, so I assumed, that you have to take another action to actually shoot.

Furthermore it is 1/round, so a "regular" shooting attack would still be useful, but she does not seem to have one.
