As Berf said, you need to hit them hard and in a focussed way or just use a mission that allows you to avoid them.

They might be heavily armoured but if you look carefully you will see that they have few CPs on a limb too! In some ways they are easier to kill than the Bamaka in general.

For what it's worth I had exactly the same reaction as you to the ISC at first. I was using Jokers and was losing one or two models a turn but not being able to do anything in return. The Black Kuonichi is a nightmare assassin If you're using Jokers I find careful use of Yorg greatly increases the number of hits on target (you must keep him safe though as he becomes #1 target for the ISC).
