The way I understand it, is that it doesn't give additional AP but rather allows you to activate a model twice, which is usually forbidden.

So you could, for example, activate Mishka and use one AP to move to a good position and then end your activation. If the enemy doesn't come into close combat with your post-apocalyptic circus bear (sounds like a reasonable idea), then you can use Boris to allow Mishka to activate again later in the round to make use of those two AP that he has left.
