Lemmi's right, the Command ability allows you to activate a fighter twice, but it doesn't give him his AP back.
And as Lemminkäinen pointed out, it's a usefull ability (tactical movement, waiting,...) especially with Grusha and her Trainer ability for example.
Also, try playing a Synergy Tactical card between Mishka and Fifi, so that both minions can use 4 AP thanks to the Command ability
