Totally legal
 Tactical cards are not restricted to the starter they're sold with, unless it is specifically stated in the description (Sinister Laugh, Bamaka warcry,...). If the requirements are met, you can play the card. For example, Inhuman force (ISC starter), works fine on non-human fighters.
